I think what the authors say in the last sentence is questionable. The majority of Germans back then probably were not clinically psychopathological in a way that would have warranted incapacitating them. But a reading of Miller’s For Your Own Good does suggest that there was psychopathology among them nevertheless, in the sense of suffering from PTSD without necessarily knowing it, apart from the economic and ideological factors that whipped up those who participated in the Holocaust into a murderous frenzy because of the posttraumatic stress suffered by those who were abused and neglected as children, as most or all of them were likely to have been.
